TREASURER Wayne Swan will reassure business the Federal Government is still on the case to reform the tax system Windows XP Key, despite ditching a promised cut in the corporate tax rate in last week's Federal Budget.

In a speech he will make today, Mr Swan again blames the Federal Opposition and the Greens for rejecting a move to cut the corporate tax rate to 29 per cent from 30 per cent, a reduction that was to be funded by the minerals resource rent tax.

"I want to make it really clear that the Gillard Labor Government is still in the cart for genuine business tax reform,” he says in his address to the New South Wales Business Chamber of Commerce in Sydney.

The government will keep working with the business community to deliver more relief by seeking a new consensus later this year on tax changes proposed by the Business Tax Working Group that was formed after last year’s tax forum.

He wants affordable tax reform that would be funded from savings in the business tax system.

However Windows XP Key, he says he is not prepared to stand by and allow "parliamentary gridlock” to deny struggling business the benefits of the mining boom Windows 7 activation key, and why the tax cut funding was redirected to initiatives such as loss carry-back.

"It’s also important to remember that the Benefits of the Boom package in this budget will put more money in the pockets of low and middle income households, which will in turn support business activity, particularly in retail,” Mr Swan says.

The package includes a $1.8 billion boost to family tax benefits, as well as a $714 million loss carry-back for business that allows firms to offset previously paid taxes should they suffer a loss in profits.

Mr Swan says about 90 per cent of the companies expect to benefit from the new loss carry-back are small businesses.

This builds on the $6500 instant write-off for small business and $5000 immediate deduction on a new or used motor vehicle.

Atlanta – Thousands of Facebook users have signed up to be organ donors this week, thanks to a new feature on the social networking site that makes it easier to register.

The new option was announced Tuesday by Facebook CEO Mark Zuckerberg as a way to boost the number of potential organ donors. By the end of the day, 6,000 people had enrolled through 22 state registries, according to Donate Life America, which promotes donations and is working with Facebook. On a normal day, those states together see less than 400 sign up.

The response “dwarfs any past organ donation initiative,” said David Fleming, chief executive of Donate Life America, in a statement.

The Facebook feature allows users to share their decision to be an organ donor on the website. More than 100,000 did that by Tuesday night, according to Facebook, which is working with Fleming’s group to encourage Facebook users to also officially register as donors with their state.

A link on the site connects to online donor registries. At least 22,000 people had followed that link as of Wednesday afternoon. Information from 22 states indicates that a third or more of them filled out the form to register, said Donate Life America spokeswoman Aisha Michel.

California — where Facebook is headquartered — reported startling results. About 70 people register online as organ donors each day. But in the 24 hours after Zuckerberg’s announcement, about 3,900 signed up.

“We’re just thankful we have this opportunity to bring more people into the process,” said Bryan Stewart, a spokesman for OneLegacy, which coordinates transplants in the Los Angeles area.

“We’re looking forward to seeing how long this activity lasts, and at what level,” he added.

Facebook, a social network site founded in 2004, has 526 million daily users around the world. It was Facebook’s idea to add the option, after Zuckerberg took a personal interest in the issue, Michel said. The feature is available in the U.S. and the United Kingdom.

As with some personal information on Facebook, organ donor status can be kept private or shared publicly or only with friends.

More than 114,000 Americans are currently on waiting lists for transplants of kidneys, livers, hearts and other organs, according to United Network for Organ Sharing (UNOS), the organization that runs the nation’s transplant system. More than 6,600 died last year waiting for an organ.

According to UNOS, 43 percent of adults in the U.S. are registered as donors. Organs can only be used though under certain circumstances Tattoo Machine Price, such as when someone dies from a major head injury and a ventilator can keep the organs viable. Less than 1 percent of U.S. deaths annually are under such circumstances. And sometimes the opportunity is lost because family members didn’t know about the person’s wishes on organ donation.

The Facebook feature “is a unique opportunity for people to make their decision known Tattoo Guns,” UNOS Executive Director Walter Graham, said on a statement.

Most people register as organ donors when they get a driver’s licenses Tattoo Machine Tattoo, but about 2 percent sign up through online registries. Both represent legal consent for adults. For children who want to be donors, parental consent is still required.

As we move from the primary contest to the general election and are on the verge of the 200-day war between President Obama and Mitt Romney, let’s pause for a minute and reflect on some things we have learned about Romney Tattoo Machine Frames, and offer a little advice on his immediate next steps.

We have seen that the Romney campaign has run an excellent tactical effort, but we don’t know whether it can be as good at overall strategy and brand positioning. It had the tactics down against its opponents in the primary.  It knew the byzantine rules better and was better at putting together delegate slates and operations in key states. It was great at running negative ads in key places to undercut their opponents. And it did this often and with overwhelming firepower. Recruiting the best people to endorse, it put together a very smart staff.

All great tactics, but we still are uncertain of their strategic capability and that will become imperative for this general election because they will be facing an Obama campaign that is equally good at tactics and that will likely overwhelm it, at least initially, on ad spending and resources.  This is a situation Romney has not faced, and tactics won’t save him.  He needs a sound strategy and effective overall message to carry him into the fall — a message that convinces voters to cast ballots for him as well as against President Obama.

So what advice would I give at least in the short term to Romney?  To paraphrase a Jack Nicholson movie, here are five easy pieces:

1. It is time to turn completely to the general election.  Let go of the bitter fight with Rick Santorum and understand the key strategic imperative is to unite the party.  Being bigger than Santorum will show how confident you are and how generous you can be. Don’t run any more negative ads against Santorum Tattoo Gun Equipment, and let it be okay for him to win his home state and possibly save face.  Tell your staff to quit attacking him and his campaign.  Choose either to be all positive about yourself, or to only contrast yourself with Obama.  This will show how smart your campaign is and how able you are to adapt to a new moment.  It is Easter, by the way Tattoo Gun Machines, and as many folks of faith celebrate a new beginning and the power of compassion, adopt this same sentiment.

 2. Sit down with the key players in your campaign and really have them debate your overarching strategy and primary message for the fall.  Right now you — in mirror image to what President Obama is doing – seem to have adopted three key attacks: that Obama is out of touch, out of the mainstream and can’t be trusted.  Funny thing is, Obama is saying the same thing about you.  You need to settle on one message, as does the president, and be disciplined about it.  But because you’re vulnerable on each of these attacks, you might also consider some other strategy.

 3. Take some time off over Easter. And let your campaign staff reenergize and get some needed rest as well.  The biggest mistakes happen when candidates and campaigns are tired, overworked and disconnected from the people they care about.  You won’t lose this race because you didn’t do five cities a day for the next 200 days, but you could because of mistakes that you or your campaign make.  Even marathon runners take breaks in training to recoup.

4. Schedule a foreign trip very soon to begin to show Americans that you are ready to lead on a global stage.  This will give you a little break from the cable chatter and allow you to have larger conversation with the American public.  Use this opportunity to give a big speech about what you envision as America’s place in the world, and how you might lead in the White House.  Americans know that presidential leadership and global international relations and dynamics have a dramatic effect on their daily lives.  Show that you understand that and can lead in the 21st century.

5. Understand that the most important things in this 200-day battle for you are some key moments that show the public who you are, and you need to be ready for these.  The process you use to pick your vice-presidential nominee, and who you pick, are huge.  Take your time and don’t be pushed, and for sure don’t use a pick to solve some geographic problem or some huge game-changer pick.  The last time geography helped on this was more than 50 years ago, when John F. Kennedy picked Lyndon Johnson, and we aren’t the same country.  And we know how game-change picks work out – just ask John McCain.   Design your convention to deliver messages to swing voters.  Don’t just have folks working on the logistics of the convention, but have your message folks design it like a play with each night being an act.   And prepare diligently for the debates. Obama is very good, and if you don’t hit a home run at these, no television ads will be able to save you.

Moving into the back-and-forth of this general election, I am hoping one of these candidates is able to rise about the vicious battle we are about to watch — and give us a vision for where we head as a country in this troubled time.

The New York Times and Washington Post lead and the Wall Street Journal tops its world-wide newsbox with President Obama’s attempt to back away from his earlier criticism of the police officer who arrested the African-American scholar Henry Louis Gates Jr.—criticism that has blown up into a small tempest at a very tricky time for the administration’s domestic agenda. The Los Angeles Times leads with the tortured resolution to California’s $26 billion budget gap, which gouges large chunks out of the social services from education to Medicaid to criminal justice—and still kicks some of the funding issues down the road.

After originally saying that the police had acted “stupidly” in handcuffing the Harvard professor in his own home Replica DKNY Dresses, Obama tried to soften his remarks, saying he had not meant to malign Sgt. James Crowley and “could have calibrated those words differently.” The Cambridge police department, while dropping all charges against Gates, held a press conference to defend the officers against Obama’s reprimand and request a presidential apology. The Post casts the affair as an example of the president’s naiveté about which stray remarks might touch a national nerve, noting his surprise that the comment had caused such a fuss. The Journal emphasizes the difficulties the incident raises for Obama’s brand of post-racial politics—difficulties shared with Massachusetts governor Deval Patrick, who also chastised the police—which has allowed him to speak insightfully about race without taking sides. To make amends Buy Herve leger strapless, Obama, Gates, and Crowley are scheduled to sit down for beers next week.

The California story—which the NYT stuffs on A12—is bittersweet, as Gov. Schwarzenegger yielded slightly on his insistence that every penny be accounted for in the final budget but warned of painful cuts as well as further losses in the future if the economy does not improve. The Journal takes a historical view, using the state’s issuance of $1.03 billion worth of IOU’s to talk about the long-standing American tradition of using scrip as a stand-in for cash. Particularly during the Great Depression, governments around the country have given out everything from clamshells to tire scraps while they come up with real money to pay off their debts.

Health care negotiations cracked up in Congress on Friday, as conservative and liberal Democrats tangled over how best to contain the price tag of a new system, which is now pegged somewhere in the neighborhood of $1 trillion. The NYT plays up the role of Rep. Henry Waxman, who grew impatient with the Blue Dogs on his Energy and Commerce committee and threatened to send legislation straight through to the House floor, enraging the moderate coalition. (When asked whether there was a chance of reaching a deal on something that could pass out of Waxman’s committee, the Blue Dogs’ Mike Ross of Arkansas answered, “No.” ) The Senate version is in slightly better shape, as the Finance Committee expects to report out a bill before the August recess—although that’s a long time for lobbying groups, already in overdrive in the capital Karen Millen Dresses sale, to tighten the screws on lawmakers at home.

The papers also find local entry points into the health care debate. The NYT reports from a little hospital in Cooperstown, N.Y. Discount Christian Audigier Clothing, that performs on a higher level with lower costs than similar institutions because of one simple thing: Doctors are paid salaries, rather than on a fee-for-service model. Experts say that’s the best way to go to contain health care spending, but the salary idea doesn’t seem to be gaining much traction in the legislative fight. Meanwhile Bandage dresses sale, some areas of the country have little health care to speak of, and community health centers are cropping up in the breach.

Somewhat relatedly, the LAT features a long investigation in conjunction with ProPublica into the epidemic of nurses stealing and abusing their patients’ drugs.

The Journal has the goods on a quandary for Citigroup, which is facing a demand, from one of its highest-volume traders, that the company honor a $100 million pay package. If Citi scraps the contract, Andrew Hall could drag them through an expensive and messy court fight; if the company hands over what it owed, it could get grief from both investors and the Treasury Department’s new guy in charge of overseeing executive pay. Meanwhile, the administration’s financial regulators can’t agree on how the new regime ought to look, disagreeing sharply over the contours of a new consumer-protection agency that could take over certain duties from other agencies.

The Journal also fronts a long, hard look at the career of deposed Honduran president Manuel Zelaya, who showed up in his country this week after being forced out by the military. As the Journal tells it, Zelaya doesn’t deserve the democratic bona fides accorded to him by the international community, which has endorsed his return to power. Rather, he is part of a group of populist Latin American leaders who have “used the region’s historic poverty and inequality to gain support from the poor, but created deep divisions in their societies by concentrating power in their own hands” and are now falling into line behind Venezuelan strongman Hugo Chavez and drawing a fine line for the Obama administration to walk.

In the latest Bush-era revelation, the NYT brings to light a debate from 2001 over whether to send in troops to bust a suspected al-Qaida cell outside Buffalo, N.Y., which is prohibited both by the Constitution and by a late 19th-century act of Congress. President Bush ultimately decided against using federal force for law enforcement, over the arguments of administration lawyers and Vice President Dick Cheney that it was justified in the name of national security.

The Post follows up on the U.S. killing of civilians in a Baghdad suburb on Tuesday in response to insurgent gunfire. An Iraqi commander sought to detain the U.S. soldiers involved Buy Chanel Dresses, but was talked down by American officials, exposing a wide gap in how the two parties understand the agreement that went into effect several weeks ago, setting the ground rules for engagement going forward. Meanwhile, on the other front, U.S. forces are struggling to get Afghans to join the police effort at all, complicating an attempt to bring the volatile Helmand province under control.
